Blenheim Palace, Oxfordshire – The historic birthplace of Sir Winston Churchill became the focal point of European political discourse as the European Political Community (EPC) convened for its fourth summit. Prime Minister Keir Starmer, who assumed office just two weeks ago, welcomed an array of European leaders, including Ukraine's Volodymyr Zelenskyy, Hungary's Viktor Orbán, France's Emmanuel Macron, Germany's Olaf Scholz, and Italy's Giorgia Meloni. The agenda centered around two critical issues: the ongoing Russian aggression against Ukraine and the escalating immigration crisis affecting nations across the continent.

As Prime Minister Starmer addressed the assembly from the grandeur of Blenheim's Long Library, he spoke with reverence about the historic setting and invoked the former prime minister's legacy of liberty, democracy, defiance, and resolve. "A new storm gathers over our continent, and we choose to meet it together," Starmer declared, framing the summit as a decisive moment for European cooperation.

🇺🇦 United Front for Ukraine: "For as Long as It Takes"

Starmer reiterated the UK's steadfast support for Ukraine, saluting President Zelenskyy for his country's extraordinary resilience against Russian aggression. "The United Kingdom will stand with Ukraine for as long as it takes," Starmer affirmed, pledging continued military, economic, and humanitarian assistance.

The Prime Minister highlighted the pressing need for enhanced air defense for Ukraine, echoing Zelenskyy's plea for support before the new school year begins. "No child should be a target of aggression," Starmer said, referencing Russian strikes on schools, hospitals, and residential buildings. The UK has already committed to providing additional air defense systems and long-range missiles, with other European nations expected to follow suit.

President Zelenskyy, addressing the assembly via video link and in person, praised the collective efforts that have thwarted Russia's advances and called for continued bravery from European leaders. "This war is not just about Ukraine — it is about the rules-based international order that has kept Europe safe for generations," Zelenskyy said. He also emphasized the importance of diplomacy and called for peace summits to address energy security, food security, and humanitarian issues arising from the conflict.

🛡️ Countering Russian Aggression

Starmer also addressed the broader threat posed by Russia, citing various instances of Russian hostility beyond Ukraine, including cyberattacks on democratic institutions, military provocations in the Baltic region, and efforts to destabilize the Balkans. "This is the moment for us all to do more," Starmer urged, calling for increased defense spending, enhanced intelligence sharing, and coordinated sanctions enforcement.

The Prime Minister outlined a vision for renewed collaboration across military, economic, cyber, and energy domains. He called for a practical, national interest-driven approach to reset relationships with the EU and build new partnerships with European nations outside the bloc. "Brexit does not mean withdrawal from European security," Starmer emphasized, signaling a shift from the previous government's more confrontational stance toward Brussels.

🚫 Tackling the Immigration Crisis: A New Border Security Strategy

On the issue of illegal migration, Starmer described it as a humanitarian crisis fueled by a criminal empire profiting from human misery. "People smugglers are nothing less than modern-day slave traders, and we will treat them as such," he declared. The Prime Minister proposed a new path for border security and law enforcement, emphasizing the need for unprecedented international cooperation to dismantle smuggling networks.

Drawing on his experience as the former Director of Public Prosecutions, Starmer expressed confidence in the ability to tackle smuggling gangs with the same resolve used against terrorism. "We know how to disrupt criminal networks. We have the tools. What we need is the political will to use them together," he said, calling for joint intelligence operations, coordinated maritime patrols, and streamlined asylum processing.

The UK has committed £75 million to a new European border security fund, which will support joint operations with France, Belgium, and other nations to intercept small boats before they reach the Channel. Leaders also discussed expanding the use of biometric data sharing and increasing deportations of failed asylum seekers.

🤝 A New Era of European Cooperation

The conference at Blenheim Palace marked a significant moment for European cooperation, with leaders from 47 nations pledging to work together to support Ukraine, defend democracy, secure energy supplies, and tackle illegal immigration. Notably, Hungarian Prime Minister Viktor Orbán — often seen as the EU's outlier on Russia policy — attended but struck a more conciliatory tone, agreeing to a joint statement condemning Russian aggression.

As Starmer concluded, he extended a hand of friendship and partnership to all European nations, reaffirming the UK's commitment to shared values and collective action. "The challenges we face do not respect borders. Neither should our solutions," he said. "Let us leave Blenheim not with fine words, but with a renewed determination to act — together, and for as long as it takes."

The summit is expected to produce concrete outcomes, including increased military aid packages for Ukraine, a joint declaration on border security cooperation, and working groups on energy independence from Russian supplies. The next EPC summit will be hosted by Moldova in early 2025.
